I enjoyed your lecture. However, to paraphrase Marc Stern (from his Torah U-Madda lecture), one should learn both the politics and the halakhot related to an issue and then try to determine what is Judaism’s position on this issue and then advocate for that position.
Given Judaism’s emphasis on kindness to the the Ger, Yasom ve-Almanah, I believe that a credible case can be built for some form of allocating some health care to those who do not have any.
